Hypnotic specialist Jervis Tetch/Mad Hatter shows up in Gotham to look for his sister, Alice, and recruits Gordon to assist with discovering her. In the interim, Penguin chooses to run for city hall leader and Bruce's doppelganger starts to channel him, creating some turmoil in and out of town.
